ANSWER: This is a MISUNDERSTANDING. In this case, Mr. Mendez is just trying to make sure that all the students in his class get a chance to participate in the discussion. He knows that Terry is a history whiz, and that she knows the answers to almost all the questions he asks. But if he called on her all the time, the class would just be all about Terry. He knows that encouraging shy kids, or kids who are unsure of the correct answer, to speak up can really help those kids to learn more.
